Mr. Garcia has over 26 years experience in development and management of public works, commercial, and residential land development projects. His experience includes land surveying, design, and construction of public and private improvements.

Prior to forming his own consulting firm, Mr. Garcia served as the City Engineer and Public Works Board Member for the City of East Chicago in Lake County, Indiana. This experience in government has allowed him to have an Owner's perspective of project development.  Mr. Garcia has a comprehensive understanding of the financial, review, and approval processes under which governments operate. He is able to help our clients identify, pursue and obtain funding for improvement and expansion of public works projects.

Mr. Garcia also has many years experience in transportation related services, specifically in traffic signal system management, coordination, and system monitoring.

Mr. Garcia is currently focused on developing and expanding the services at Garcia Consulting.

Mr. Heinzman has over 31 years of experience in project management and engineering design services for municipal building projects, private commercial developments, and heavy industry, including the steel and petrochemical industries. Experience also includes structural inspection, civil engineering and surveying.

Mr. Moore is a graduate of Purdue University with a Bachelors of Science degree in Civil Engineering. He is a Professional Engineer in the states of Indiana and Illinois as well as a member of the American Society of Civil Engineers, Institute of Transportation Engineers, and the Northwest Indiana Chapter of the American Public Works Association. Mr. Moore has been with Garcia Consulting for 11 years. His experience includes construction inspections, Project Engineer and Project Manager. His work includes civil engineering projects, industrial, commercial, and public site plan development, roadway design and utilities design. Mr. Moore coordinates many of the traffic and transportation related issues in project development including INDOT and local traffic studies and driveway and right-of-way permitting.
